Keynote Speakers

Dr. Arti Barnes, Medical Director and Chief Medical Officer, Illinois Department of Public Health

"Public Health and Academia: Research for Sustainable Public Health Programs and Community Impact" - Thursday, March 30, 9:00 - 10:00 a.m.

Dr. Arti BarnesDr. Barnes joined as the Medical Director of IDPH in 2021.  Previously, she was the Medical Director for the Departments of Infectious Diseases and Specialties at the Cornell Scott Hill Health Center in New Haven. She has an M.P.H. with a focus in International Health and Humanitarian Aid from the Harvard School of Public Health. Dr. Barnes' extensive background in academia includes the Yale School of Medicine, UT Southwestern Medical Center, and the University of Mississippi Medical Center. She served as the Clinical Director for the South Central AIDS Education and Training Centers (HRSA Region 6). She has expertise and experience in infection prevention, HIV, transgender care, sexually transmitted infections, and HPV. She organized the COVID-19 clinical response in her former role and has delivered care for inpatients and outpatients with COVID-19 during the entire pandemic.

Dr. Martin Burke, May and Ving Lee Professor for Chemical Innovation and creator of the covidSHIELD test 

"The SHIELD Mission: An Inspiring Prototype for Democratized Health Innovation" - Thursday, March 30, 1:00 - 2:00 p.m.

Dr. Martin BurkeMartin Burke is the May and Ving Lee Professor for Chemical Innovation in the Department of Chemistry at the University of Illinois Urbana-Champaign. Burke is the founding Director of the Molecule Maker Lab at the Beckman Institute for Advanced Science and Technology and a founding member of the Molecule Maker Lab Institute at the Carl R. Woese Institute for Genomic Biology. He received his undergraduate education at Johns Hopkins University, a PhD at Harvard University, and an MD at Harvard Medical School and the Massachusetts Institute of Technology. Burke also helped launch the Carle Illinois College of Medicine and served as its inaugural Associate Dean of Research. He led the SHIELD program for mitigating SARS-CoV-2 transmission at UIUC using a novel rapid-result COVID-19 saliva test. During the pandemic, Burke advised the U.S. Center for Disease Control, U.S. Marine Corps, Council on Foreign Relations, American Public Health Association, Rockefeller Foundation, National Academy of Science Engineering and Medicine, Office of the U.S. Assistant Secretary of Health, White House COVID-19 Response Team, and Biden Presidential Transition Team, along with many K-12 schools, colleges, and universities.

Funding Information

  • SHIELD is looking to provide funding to research that could provide public health insights by the analysis of SHIELD’s impact, organizational growth, strengths, capabilities, data processes, and operations to serve as guidance during a future pandemic.
  • The budget for the Research division within SHIELD is approximately $1,500,000.
  • SHIELD will select research projects from all responses. SHIELD expects project funding to vary and will provide a range of funding from $20,000 to upwards of $150,000+.
